There are three figures in the novel and each has its own stand on the peace of the land. There was a time when Rowan and Citra were supposed to be on the same page but that thing is out of the question now. The two are working independently and they are going to two different extremes as well. Rowan thinks that justice can be served through fire now and there is no other way.
For the last year, Rowan has slaughtered the bad guys in his own way and the people of the land are scared of him now. They think of him as the devil who is coming for the soul of every living being. Although this is not the case Rowan has lost his impression on the people forever. After describing this first character, the author Neal Shusterman comes to the second character named Citra.
Citra used to work with Rowan in the past but now she is supporting another cause. She is going against the “new order” which is not a good decision according to many but she too has changed her mind for good. Greg Tremblay is the narrator of the story and he has added more aggression in both of these characters to show that they are committed to their targets now.
There is also Thunderhead, the one we have heard about in Gleanings and Scythe. He can watch everything but he does not interfere in any of the events. Even if interference is needed, the Thunderhead does not put his nose in these things. However, this is a special event and there is a chance that Thunderhead might do something.
